Virginia residents enroll in ACA health insurance through the federal marketplace at HealthCare.gov. Virginia does not have its own state-based marketplace — all ACA plan enrollment runs through the federal exchange.
When Can You Enroll?
- Open Enrollment: November 1 through January 15. Coverage begins January 1 if you enroll by December 15, or February 1 if you enroll between December 16 and January 15.
- Special Enrollment: Available year-round for qualifying life events including losing job-based coverage, moving to Virginia, getting married, or having a baby.

Virginia expanded Medicaid in 2019 under the name Covering Virginia. Adults with incomes up to 138% of the federal poverty level may qualify for free coverage. You can apply through CommonHelp or through HealthCare.gov.
